This is an 1963 Harley Davidson Topper. A 164 cc (10.1 CID) single cylinder two stroke motor (needs a gas/oil mix) that made a respectable 9 HP powered a continuously variable transmission to a top speed of 46 MPH. Started by a lawn mower type rope/recoil mounted on the deck between the floorboards.
The Topper was produced by HD from 1960 to 1965 and remains the only motor scooter that Harley made. The entirely enclosed motor suffered from lack of airflow at low speed which led to overheating. The Topper also came in a ‘detuned’ model (5 HP) for states that allowed for no license needed for the smaller size.
