Congratulations to commenter Joe B, who was the first to identify that this perp was on a Honda XR650L from the early 90s. Bonus points to Facebook commenter Wynkin de Worde, who had a guess that was a bit more vague: “It’s stolen.”
A few people on Facebook guessed that this was a XR250L, but I believe the clue that shows it’s a 650 is the shape of the blue portion on the tail. Note that it could also be a XR600R as well.
