Eli Beer was an EMT in Jerusalem who realized that his inability to get through traffic in the city was sometimes the difference between life and death for his patients. So he created United Hatzlah, a group of EMTs that uses “ambucycles” to act as a first responder and treat a patient until the ambulance arrives. Average response time? Just 3 minutes.
